集中表现为人类的控制能力和水平较低 .人类不适当活动导致的水资源利用管理失控是造成水资源损失又一重要原因
它是在人类对河流控制能力和水平较低的基础上发展起来的 .提高塔里木河水资源利用效率和管理水平
关键在于增强对塔里木河科学调控和有效影响 .工程控制是增强控制力的根本措施
也是实施依法、价格管理、计划管理以及节水等其他措施的基础 .在西部大开发中
要紧紧抓住国家重视生态环境建设的大好机遇
尽快实施塔里木河整体控制工程建设 .
The particular natural condition and improper human activities result in the vast consumption of deregulated river water. The consumption arisen from natural factors takes up a considerable percentage in the total amounts of both resources and water consumption
which are mainly due to natural evaporation
uneven distribution of run off seasons; frequent changes of river course
suggestting man's lower level and capability in controlling the river. Improper human activities are another significant factor for the loss of water resources
typified by the deregulation of management over application. The deregulation of application in water resources on the other hand
grows out of man's low capability and level in controlling rivers. The key to improving the efficiency and level in water resources application lies in that we must enhance scientific regulation and efficient effect. The engineering control is a basic measure to enhance control force and also basis on which we execute management on law

planning administration and water conservation. It is the key and strategical thought in solving the problems about the river. In the course of western China's development
we mustn't miss the grand opportunity for eco environmental construction stressed by the state and carry out the construction on the overall control works of the Tarim River.
