棉花产业是产业链长且就业人口较多的一项产业
易受社会经济发展的影响
研究农户对棉花生产正外部性价值的支付意愿是统筹区域经济、实现棉花产业持续发展的重要前提.本文以新疆阿拉尔垦区为研究靶区
运用条件价值法(Contingent Valuation Method
CVM)
通过对新疆阿拉尔棉花生产正外部性价值的支付意愿调查
估算棉花生产的生态环境、自然景观及社会保障等正外部性价值.结果表明:(1)农村居民与城镇居民均对棉花生产社会功能和生态功能的重要性有较高的认识.(2)农村居民支付意愿略高于城镇居民支付意愿
且更倾向于劳动方式支付.(3)农村居民平均支付意愿水平为228.1元/人
城镇居民平均支付意愿水平为393.0元/人.(4)年龄、受教育程度、居民月收入和性别显著影响农村、城镇居民对棉花正外部性价值的支付意愿.农村和城镇受访居民对棉花生产正外部性价值均有强烈的支付意愿
作为新疆重要棉花生产基地的阿拉尔垦区棉花生产的正外部性非市场价值巨大.
As an industry with a long industrial chain and a large number of employed population
cotton industry is susceptible to social and economic development. The study on farmers' willingness to pay for cotton production is an important prerequisite for planning of the overall regional economic development and the sustainable development of cotton production. This paper took the Alar district of Xinjiang as the target area
investigated the willingness to pay for positive external subsidies of cotton production
and estimated the positive externalities value of the ecological environment
natural landscape
social security of cotton production by using the Contingent Valuation Method(CVM). The results showed that:(1) Both rural residents and urban residents had a high degree of understanding of the importance of the social and ecological functions of cotton production.(2) The willingness of rural residents to pay was slightly higher than that of urban residents
and they were more inclined to pay by means of labor.(3) The average willingness of rural residents to pay was 228.1(yuan/person)
while that of urban residents was 393.0(yuan/person).(4) Age
education level
residents' monthly income
gender had significant effects on the willingness of rural and urban residents to pay for cotton subsidies. Both rural and urban residents had strong willingness to pay for the positive externalities of cotton production
and the positive externalities of cotton industry in the Alar reclamation area
an important cotton production base in Xinjiang
had huge non-market value.
