so it is very difficult for uptight area to work at it.According to the investigated data of five municipal sewage factories in Urumqi

by using Date Envelopment Analysis method

and adopting C+2R model

evaluated the efficiency of municipal sewage factories

then discussing factors which impact on the validity of scale and technology of it.All of this will give some reference for plant's founding

running and management in uptight area.
